They serve in both trade and transit of goods and people. Decades of neglect has had its effect on railways and hence the performance of the same. The call for a railway regulator is long drawn. The Bibek Debroy Committee found the private sector is discouraged from participating more effectively due to a monopolistic framework Coming up with a system that de-risks private investment and creates a level playing field are among the major challenges before the Rail Development Authority Issue: Creating a Rail Development Authority for India is among the most significant reforms to an infrastructure system undertaken by the government. The railways connect the country’s far corners and act as a driver of the economy. High rates of economic growth have raised the demand for travel, but this remains largely unmet. The popular aspiration is for a modern system that offers high-quality travel with low risk of accidents, while industry wants smooth freight transfer. Case for an independent Regulator: An independent, empowered regulator could be the paradigm shift that is needed. The proposed Authority would have to ensure that the resources of the system are optimally utilized. As the National Transport Development Policy Committee noted in 2014, the centralisation of all functions in the Railway Board has proved detrimental to the organisation’s growth, particularly at a time when there is a need for massive investment in infrastructure for 7%-plus GDP growth. Conversely, robust economic expansion further raises the demand for railway services. To reconcile this, the regulator has to identify sectors that can support higher tariffs and also produce greater volumes of traffic. Such accurate interventions are critical if the trend of declining rates of growth in railway freight revenues and volumes, which set in during 2011-12, is to be reversed. Challenges w.r.t. Railways: One of the big challenges before the Centre is to facilitate higher non-budgetary investment in the railways. Coming up with a system that de-risks private investment and creates a level playing field are among the major challenges before the Rail Development Authority. In the area of passenger services, this offers several possibilities; the railways cater to some 23 million passengers a day in a network of about 8,000 stations. The experience of consumers in cities shows that use of information technology to deliver traditional services can lead to higher levels of efficiency and lower costs, besides adding jobs. While regulation of tariffs matching the quality of travel can help raise revenues, the system should be able to move both people and freight faster in order to grow. Inducting faster, more comfortable trains on 500 km-plus inter-city routes would attract new traffic, and help operate cheaper passenger trains to interior areas, as part of the government’s social obligation. Technology upgrades are essential to raise carrying capacity, service frequency and speeds. Conclusion: Rail reform is complex. It was undertaken in Europe during the 1990s, separating infrastructure from operations. Reforms w.r.t. railway sector has highest spillover effects on all sectors of the economy. Hence the concept of an independent regulator is timely and most necessary but should be truly independent and autonomous. Inclusive growth and issues arising from it April 2017 Monetary policy review Introduction Monetary policy is a crucial economic policy tool for the economy. It controls credit flow and hence regulates growth. Inflation targeting is the main idea of the policy with the new Monetary Policy Framework agreement signed. The first monetary policy statement in the new financial year has important signals for the government. About the new Monetary Policy Agreement: Monetary Policy Framework Agreement is an agreement reached between Government and the central bank in India – The Reserve Bank of India (RBI) - on the maximum tolerable inflation rate that RBI should target to achieve price stability. The Reserve Bank of India and Government of India signed the Monetary Policy Framework Agreement on 20 February 2015 which made inflation targeting and achieving price stability the responsibilities of RBI. Subsequently, the government, while unveiling the Union Budget for 2016-17 in the Parliament, proposed to amend the Reserve Bank of India (RBI) Act, 1934 for giving a statutory backing to the aforementioned Monetary Policy Framework Agreement and for setting up a Monetary Policy Committee (MPC) As per the agreement, RBI would set the policy interest rates and would aim to bring inflation below 6 per cent by January 2016 and within 4 per cent with a band of (+/-) 2 per cent for 2016-17 and all subsequent years.  Hence the second statement goes wrong. Issue: Following its decision to shift from an accommodative to a neutral monetary policy stance in February no change in policy stance was expected from the RBI. The Monetary Policy Committee chaired by Reserve Bank of India Governor Urjit Patel has, in fact, decided to raise the rate at which the central bank borrows funds from banks (the reverse repo rate) by 25 basis points, from 5.75% to 6%, while leaving other policy rates untouched. This marginal change is aimed at sucking out from the system excess liquidity that remains a lingering concern, despite coming off its peak in the aftermath of the demonetisation exercise. Inflation targeting and concerns: The RBI has also proposed a new liquidity management tool (SDF) that awaits government approval, making the draining of surplus liquidity a critical priority all through this year. The central bank also promised to have a more effective liquidity management tool in a new instrument called a standing deposit facility (SDF) at the earliest. The efficacy of the RBI’s liquidity management toolkit will impinge on another key concern: inflation, which is expected to climb to 5% by the second half of this fiscal. The RBI says achieving the stated target of 4% inflation even next year could be challenging, with no disinflationary expected, such as benign commodity and oil prices. It has also pointed to a one-time upside risk to inflation with the implementation of the Goods and Services Tax. RBI and Growth concerns: The RBI is quite optimistic about an uptick in the economy this year, projecting 7.4% growth in Gross Value-Added, compared to 6.7% in 2016-17. Along with improved prospects for the world economy a rebound in discretionary consumer spending at home is likely, in line with the “pace of remonetisation” and investment demand on account of lowered interest rates. The Governor RBI has raised 4 key issues: First, the need to urgently resolve the surge of bad loans on bank books, for which the RBI will unveil a new Prompt Corrective Action framework by the middle of this month. Without this, a virtuous cycle of healthy credit growth necessary for investment and job creation will remain elusive. Second, the RBI has reminded the government there will be “clearly more demand for capital” in the coming days. The government’s allocation of Rs.10,000 crore to recapitalise public sector banks is obviously inadequate. Third, while banks have reduced lending rates, the RBI has pointed out there is room for more cuts if rates on small savings schemes are corrected. Most important, the government must not ignore Mr Patel’s categorical call to eschew loan waivers of the kind just announced in Uttar Pradesh. This, he warned, would crowd out private investments and dent the nation’s balance sheet. Conclusion: Fiscal policy and monetary policy have to go hand in hand. Especially with the new framework and wide ranging consultations monetary policy will be accommodative. But the crucial concerns raised by the policy should be heeded to and populism should not be the sole driver of politics. Good politics can sustain with good economics only. Connecting the dots: Critically analyse the new monetary policy framework and the impact of the same on inflation and growth concerns of the economy.   ECONOMY/AGRICULTURE TOPIC: General Studies 2: Government policies and interventions for development in various sectors and issues arising out of their design and implementation. Welfare schemes for vulnerable sections of the population by the Centre and States and the performance of these schemes; mechanisms, laws, institutions and Bodies constituted for the protection and betterment of these vulnerable sections. General studies 3: Major crops cropping patterns in various parts of the country, different types of irrigation and irrigation systems storage, transport and marketing of agricultural produce and issues and related constraints; e-technology in the aid of farmers. Pradhan Mantri Fasal Bima Yojana: Assessment Last January, Prime Minister Narendra Modi introduced a new crop insurance scheme with the aim of bringing 50 per cent of the country’s farmers under insurance cover in three years. Narendra Modi led National Democratic Alliance government had claimed that – “The new Crop Insurance Scheme is in line with One Nation – One Scheme theme.  It incorporates the best features of all previous schemes and at the same time, all previous shortcomings / weaknesses have been removed. The PMFBY will replace the existing two schemes National Agricultural Insurance Scheme as well as the Modified NAIS.” Objectives: To provide insurance coverage and financial support to the farmers in the event of failure of any of the notified crop as a result of natural calamities, pests & diseases. To stabilise the income of farmers to ensure their continuance in farming. To encourage farmers to adopt innovative and modern agricultural practices. To ensure flow of credit to the agriculture sector. Highlights of the scheme: There will be a uniform premium of only 2% to be paid by farmers for all Kharif crops and 1.5% for all Rabi crops. In case of annual commercial and horticultural crops, the premium to be paid by farmers will be only 5%. The premium rates to be paid by farmers are very low and balance premium will be paid by the Government to provide full insured amount to the farmers against crop loss on account of natural calamities. There is no upper limit on Government subsidy. Even if balance premium is 90%, it will be borne by the Government. Earlier, there was a provision of capping the premium rate which resulted in low claims being paid to farmers. This capping was done to limit Government outgo on the premium subsidy. This capping has now been removed and farmers will get claim against full sum insured without any reduction. The use of technology will be encouraged to a great extent. Smart phones will be used to capture and upload data of crop cutting to reduce the delays in claim payment to farmers. Remote sensing will be used to reduce the number of crop cutting experiments. PMFBY is a replacement scheme of NAIS / MNAIS, there will be exemption from Service Tax liability of all the services involved in the implementation of the scheme. It is estimated that the new scheme will ensure about 75-80 per cent of subsidy for the farmers in insurance premium. Link: http://vikaspedia.in/agriculture/agri-insurance/pmfby.jpg Assessment: The below article assesses the performance of Fasal Bima Yojana As we read above, bringing down the premium rates substantially in the new scheme, the government had targeted covering 50 per cent of farmers in three years. The old schemes of the government — the National Agriculture Insurance scheme (NAIS) introduced in 1999, the Modified NAIS (mNAIS) introduced in Rabi 2010-11 — have not succeeded. As per official data, in 2015, only a fifth of the country’s farm land was under crop insurance. The limited risk coverage under these policies was a dampener, say experts. In mNAIS, the premium was capped at 8-12 per cent of sum insured to limit the government’s subsidy outgo. So, in crops where actuarial rates were higher, the insurance company reduced the sum insured proportionally and many a time it was not sufficient even to cover the farmer’s cost of production. What has changed? In the Pradhan Mantri Fasal Bima Yojana, the cap on premium has been removed. Kharif 2016 was the first season of Pradhan Mantri Fasal Bima Yojana. A release of the Ministry of Agriculture in December says 366.64 lakh farmers (26 per cent of the total) were covered under crop insurance, an increase of 18.5 per cent from kharif 2015. The area under insurance coverage increased 15 per cent and the sum insured jumped 104 per cent. This is good progress for the first year. However, numbers from Agriculture Insurance Company (AIC) show that the increase has mainly come from farmers who had an outstanding crop loan. Problems The Prime Minister’s pet scheme has not been received well by farmer associations. There are many reasons for this. One, while loanee farmers get mandatorily enrolled in the scheme, there is not enough effort taken to cover the non-loanee farmers. The non-loanee farmers are usually tenant farmers or share croppers who also pay huge lease rents. Tenant farmers in most States don’t have access to institutional credit in the first place and now that the Centre’s insurance scheme is implemented through the banking channel, they are being effectively ignored. Farmer associations are also opposed to banks debiting premium from farmers’ account without their consent and they allege that banks have actually taken insurance for a wrong crop and it has been of no use to the farmers. The manner in which the yield of a crop is calculated to estimate the loss is also a cause for concern. In crop cutting experiments, which are done to estimate the yield of a crop, the unit area is a village and not an individual farm. But there is variation in weather events even within a village and this way of loss assessment would not help all, lament farmers. As the mandate is to do four crop-cutting experiments in each village, for the 2.5 lakh-odd gram panchayats, assuming three different varieties of crops, a total of 30 lakh crop cutting experiments should be done, estimates a senior official with AIC. The revenue departments of States don’t have the manpower for this, say experts. Farmer groups allege that more than them, insurance companies have benefited from the FBY scheme. “Expenditure on premium increased to ₹13,240 crore but covered only 26.5% of farmers. All this money went to insurance companies. There is no mention of how much claims the farmers got in return.” Experts say that PMFBY if implemented properly across the country would mitigate farm distress to a large extent especially when the erratic climates have become a norm rather than exception. These loopholes are to be addressed along with making steps to improve the insurance coverage. Connecting the dots: Discuss the objectives and design of Pradhan Mantri Fasal Bima Yojana. Is Aadhar Data Prone to Misuse? Archives In news: Recently, a breach of Aadhar data was reported after the UIDAI sent a notice to three firms for possible unauthorized authentication attempt and storing of biometric data. The notice it had served was shared widely on social media and questions were raised over the safety of Aadhar data. Aadhar and security of data Several negative reports on Aadhar database have widened scope for widespread data leakage. Though UIDAI has denied that there is a breach of Aadhar data or creation of parallel data bases and the government has assured that data with UIDAI is secured and there is no use of Aadhar biometrics leading to identity theft or financial loss, the threat of data breach will remain owing to ever-evolving technology and its hackers. Is Aadhar data safe? It is not about data being safe or not because any collection or compilation of large amount of data with individual identity is always vulnerable due to increasing technical vulnerabilities of state and non-state actors. It was demonstrated when Russian backed hackers publicly disclosed the Turkish identities which had a UID similar to Aadhar. The ability of hackers based out of China and Russia who may be state or non-state actors, who at will can hack US government, is known. When the recent incidences took place, UIDAI was immediately able to pin point, particularly a case involving private bank that, somebody was using the same system to access authentication from multiple sources at same time which should not be possible given the safeguards. It is reassuring as they could detect the problem. However, despite the technical capabilities, when there is a large database, it is a worry to keep it secure. Thus, whoever is at the helm of monitoring the database needs to be completely at the top of the game about security of the data base. Problems with Aadhar With regards to current reports of data security breach, it is to be known if these violations are part of larger pattern or one isolated incident. There was a rumour going about that data of 1 lakh people can be available that for 15000 rs. UIDAI is aware of such incidences but when there was RTI on UIDAI on disclosing the data breach, they did not answer. Along with it, there are other concerns such as privacy, denial of entitlements to people, forcing of Aadhar on schemes. Two aspects Legal- if any individual data is compromised, then as per law there is no law that he can directly go to court. Only UIDAI can. As per sec 43 of IT Act, corporate body is responsible for information. Now here if UIDAI is responsible, there is no provision in Aadhar Act which say that they are liable for protection of data and for breach of data they will be criminally prosecuted. No provisions for compensation- Western countries’ digital models are being followed but compensation provisions are not being adapted here. Is such database required? For first time, India has been able to create such a great database in centralized location. It speaks volumes of its credibility and capability to procure such data. Earlier when there was a debate for a multi-purpose national identity card, numerous studies were undertaken. It was found that means of procuring data such as how to register the citizens, how to know how many people can avail subsidies, how many people aware of government schemes was minimal. That way credit should go to government agencies that have been able to procure such data and keep it safely. Government has saved 49000 crore in past two and half years through DBT. This will evolve and safety measures will also evolve. Such databases are required to unearth black money information, fictitious identities, fake names taking benefits of schemes etc. But care should be taken that it does not breach the privacy limit. Data security laws Do the benefits outweigh the risks? The debate on Aadhar if it is good or bad or its need for access to schemes is a separate debate. In terms of cost, the precaution taken to keep the data safe is the key.  In case of Aadhar, India lost a big opportunity to pass data protection laws similar to that of UK and USA which maintain such large databases. Aadhar and privacy There is lot of misconception about right to privacy. What is in SC is about fundamental right to privacy. There is already right to privacy in IT laws. Aadhar act may not have privacy provision but IT Act has it under sec 43. It talks about data protection of sensitive personal data. 3 problems with Aadhar Act are: Compensation and data protection provisions not included in Aadhar act Aadhar was passed as money bill so it is not giving corporate entity status to UIDAI and their other agencies which can be held liable and prosecuted. Even if right to privacy is not a fundamental right, there is still right to privacy. Once aadhar data is compromised it cant be changed like ATM or bank password/details. Once compromised, there is no other way even if the companies are blacklisted, denotified or delisted. Unless they are prosecuted for the breach of data, the companies will not be cautious enough. The government is aware of the problems. But assurances to protect data are vague generalizations. Citizens want more categorical assurance. Importance of privacy Right to privacy is not linked to just Aadhar. It is much larger societal debate. It was lost because there is no societal consensus or understanding of privacy. How common is the notion of privacy? How many Indian languages have a word for privacy? What is the societal value of privacy? Such crucial aspects of privacy are missing. And hence, just because there is so little value on privacy, government has not yet been forced by the citizens to have it. In India, privacy comes at cost of transparency. RTI laws have given sweeping powers on gathering information from public authorities on a range of subject- healthcare, education, political information etc. Somewhere, every society has to decide on what is the balance between privacy and RTI.  If the UK privacy laws are introduced in India, it would hamper the accountability. Thus this is a debatable portion of balance between privacy and transparency. No government has done anything to assure citizens of their rights to privacy. Instead of going to courts on it, parliamentary committee should have looked into it and recommended act on privacy. If such breaches were happening as earlier, the citizens would have recourse of direct compensation and criminal proceedings and actions, launched not on their behalf by UIDAI but as a direct remedy as available in other countries. Way forward Government has to establish the right regulatory environment in country to prevent privacy breaches. In India, Payment has been linked with Aadhar as 4.5 crores bank accounts have been opened through Aadhar. So it is important that sensitive personal data is protected and miscreants and irresponsible are punished. Not only Aadhar but other data bases should also be protected. For people to trust the government and support the idea of a digital India, the government has to bring stringent laws promoting the safety and security of digital platform to the best possible extent. Chemical Weapons attack Introduction Syrian Crisis has been long drawn and has seen humanitarian crisis of large scale. The recent chemical attacks add to the wounds and fears of people of the region. Syria has been a playground for global geo-politics with regime and rebels supported by opposing global powers. Issue: Syria’s civil war has taken uglier turn of events with use of chemical agents once again. This time the region under attack has been Idlib province which has killed as many as 72 people. In Syria there have been multiple chemical attacks for which both the regime of Bashar al-Assad and the jihadists are to blame. More than 400,000 people are believed to have been killed and millions displaced since the crisis broke out. With violence continuing unabated and the Assad regime not showing any real interest in settling the crisis, even hopes for peace and normal life look very wanting. The suspicion for the present Idlib attack is more towards the regime. Idlib is a rebel-held province where the regime is currently carrying out air strikes. Activists in the province and Western governments have claimed the regime used chemical agents in Khan Sheikhoun. If the attack is justified, Damascus has not only committed a war crime but also violated a major international agreement. Previous use and the action: In the 2013 Sarin attack in Ghouta in a Damascus suburb that killed hundreds was also blamed on the regime The U.S. and Russia had agreed to remove Syria’s chemical weapons stockpiles. As part of the deal, 1,300 tonnes of chemical agents were shipped out of Syria and destroyed. It was OPCW (Organisation for Prohibition of Chemical Weapons) that carried out a thorough clean up of the chemical weapons under UN mandate. Concern: The concern is, where did the latest chemical weapons come from? Syria had either hidden some of the stockpiles or clandestinely developed such weapons after the deal was reached — both serious violations. The regime has been justifying acts as fighting terror. But this will not hold ground as it is serious human right violations the regime is up to. The real crisis of Syria is that its regime is acting with a sense of impunity, given the support Russia and China have repeatedly shown to the regime. The international community could not hold Mr. Assad to account for his actions at any point of the Syrian war, which worsened with the involvement of other regional powers. Conclusion: Syria has to be treated as an immediate priority. The narrow geopolitical interests of regional and global powers have to make way for lasting peace in a troubled land. There must be a coordinated effort to bring the war to an end, and to hold the perpetrators of war crimes accountable for their barbarism. India-Bangladesh ties: Time for golden period In news: Bangladesh PM’s upcoming visit to India is looked forward as a possible positive engagement between two countries. For past three years, India and Bangladesh have taken up the relations in a forward looking manner while discussing freely on critical issues. Important threads of relations Counter-terrorism Both India and Bangladesh have adopted a common stance on tackling terrorism Aim is to not only crack down on purveyors of terrorism but also condemning and keeping at arm’s length the nations regarded as sponsors of terrorism in the region. Energy In recent times, Bangladesh’s measures toward setting up a power plant in the Sundarbans has seen growth. Economy and trade There is impressive degree of Indian investment in other areas where its economic development is concerned in Bangladesh. Diplomacy In South Asian region, both countries have had identical views on how organisations such as the South Asian Association for Regional Cooperation (SAARC) should be going forward in promoting cooperation among its member nations. India pulled out of SAARC after Uri attacks whereas Bangladesh also pulled out of it due to its complaint of ‘growing interference in the internal affairs of Bangladesh by one country’. Teesta It has been the focus of discussion since the possibility of a deal was scuttled in 2011. Currently, West Bengal CM is not ready to share the water as demanded by Bangladesh as the river provides water to many villages in north Bengal. However, the possibility of dialogue between the two countries on its sharing is expected to make some in-roads in it. Increased areas of cooperation The cabinet has currently approved MoUs between water transport development, judicial sector, passenger cruise and mass media. The neighbour triangle A critical aspect of the trip will be a defence deal that will likely be initialled by the two Prime Ministers. Previously, a 25-year treaty of friendship and cooperation reached by Prime Minister Indira Gandhi and Prime Minister Sheikh Mujibur Rahman in 1972, within months of Bangladesh’s emergence as an independent state, continued to be the subject of criticism in anti-Awami League supporters till the deal reached its natural end. Thus, the questions are already in the foray about need of such defence deal for Bangladesh. India is keen to have such defence deal with Bangladesh due to increasing levels of cooperation between Bangladesh and China, particularly in the spheres of the economy and defence. However, now Bangladesh has to convince India that links with China are not intended to do away with India. It is aimed to have a balanced and cooperative relations with the major players in the region. Three challenges that need to be overcome Political reframe of relation India should consider strategic appreciation of the importance of Bangladesh which has been insufficient till now. It should acknowledge and address the opportunities in Bangladesh in a more sustained and purposeful manner. Whereas Bangladesh has to rise and live up to its tag of ‘miracle in the east’ as it is one of the world’s fastest growing economies. Bangladesh must demonstrate greater self-assurance in engaging India for enlightened self-interest. Border dispute- India shares longest boundary with Bangladesh There is no doubt that China has become a major partner for Bangladesh. It is possible as it is emerging as the world’s second largest economy. But India also shares the blame for neglecting its neighbours for long post independence. The partition led to inward economic orientation of both countries. This affected the amiable sharing of river water, having tranquil boundaries and restore the lost trans-frontier economic connectivities. Thus, the border disputes need to be solved in forefront manner. Bangladesh’s leadership role in region Bangladesh has to take lead in promoting South Asian regionalism. It has to play a central role in shaping the future of sub-regional cooperation with Bhutan, Burma, India and Nepal. The significance lies in the fact that it is also the land bridge to East Asia and the fulcrum of a future Bay of Bengal community. Conclusion The beginning of the decade saw genuine transformation between India and Bangladesh relations. India opened its market for goods produced in Bangladesh, extended economic assistance to developmental projects, negotiated an agreement on sharing the waters of the Teesta river and wrap up a long-pending boundary settlement. In return, Bangladesh offered substantive cooperation on counter-terrorism and embraced the opportunity to integrate the regional economies. Hence, it has been a win-win situation for the countries to be in harmony with each other. Land and maritime borders have been resolved. Now it is well positioned to play a larger regional and international role considering its economic development. India has to develop a strong partnership with Bangladesh to boost the prospects of peace and prosperity in the eastern subcontinent.
